Apply to the Charter Review Committee
Every six years, Multnomah County convenes a committee of residents to study the charter and propose amendments for voter approval. Applications are due October 1st.

About the lead petitioner
Mattt Zmuda
Mattt is a father of four and a resident of Northwest Portland since 2014. He launched MultNoMo after discovering Oregon's City-County Act and spending months talking with neighbors, neighborhood associations, and elected officials about consolidation.
The petition he filed in January 2026 closed on July 20 without enough signatures to convene a charter commission. He's continuing the work through the county charter review, conversations with candidates, and efforts to modernize the Act in the 2027 legislative session.
This fall he begins Portland State's Executive Master of Public Administration program. Drawing on a background in systems engineering, he's focused on the structure that keeps Portland from getting the government it pays for.
